ASM CALLS ON NEW CHANCELLOR TO GIVE LOGISTICS INDUSTRY CERTAINTY OVER LOW VALUE IMPORT REFORMS
Customs software provider urges Budget commitment on outstanding fee and delivery plan
London, United Kingdom, Wednesday 23 September 2026: Agency Sector Management (ASM) is calling on the Chancellor of the Exchequer to use his first Budget to commit to publishing the remaining financial and technical details of the UK’s low value imports (LVI) reforms by 30th June 2027 to allow industry time to prepare.
“The new government must not leave the logistics industry to absorb the cost and risk of an unfinished policy,” said Simon Adams, Program Manager, Agency Sector Management.
“Forwarders, customs intermediaries, parcel operators, and software providers cannot prepare properly until the data requirements, technical specifications, and testing timetable are confirmed.”
The consultation response was published on 13th July, one week before the Chancellor, John Healey, took office, and states that the reforms will be implemented by October 2028 at the latest.
The reforms will remove the existing customs duty relief for consignments valued at GBP 135 or less entering Great Britain and introduce new customs requirements.
Sellers and online marketplaces will be responsible for providing item level data and paying customs duty quarterly, while traders will need to classify goods and apply the appropriate UK Global Tariff rate.
An additional fee will be introduced to cover the cost of administering the new system, but the Government has not yet confirmed the amount or charging basis.
Overseas sellers and online marketplaces without a UK presence will also be required to appoint a UK based fiscal representative responsible for their customs debts.
The final VAT collection model, guidance, technical specifications, and phased implementation and testing timetable remain outstanding.
“The Chancellor should use his first Budget to put a firm deadline on these decisions, because assurances that detail will follow are not enough for businesses facing substantial system and process changes,” said Adams.
ASM will work constructively with the Government on the new LVI reforms to ensure industry is well prepared for the incoming changes.

Our Vision
The objective of SESAR is to modernise European ATM by defining, developing and delivering new or improved technologies and procedures (SESAR Solutions).
SESAR’s vision builds on the notion of trajectory-based operations’ and relies on the provision of air navigation services (ANS) in support of the execution of the business or mission trajectory — meaning that aircraft can fly their preferred trajectories without being constrained by airspace configurations.
SESAR Deployment Manager
The SESAR Deployment Manager (SDM) function is defined by the Article 9 of Commission Implementing Regulation (EU) N°409/2013. Under the oversight of the European Commission, the SDM function consists of the synchronisation and the coordination of the deployment of the Common Projects. A Common Project is a Commission Implementing Regulation which mandates the implementation of the most essential operational changes in the European ATM Master Plan by the Member States of the European Union and their operational stakeholders. The first Common Project is known as the Pilot Common Project (PCP) and is defined by the Regulation (EU) N°716/2014. The SDM synchronises and coordinates implementation against the SESAR Deployment Programme which is a project view of the Common Projects organizing their implementation into optimum sequences of activities by all the stakeholders required to implement. To develop and maintain the SESAR Deployment Programme in close consultation with all the stakeholders is another important task under the SDM function.
